I am sure you are aware the ACLU sues MERELY to collect fees from Govt's awarded to them

The ACLU doesn't collect damages awards. It is a public interest legal services organization that sues on the behalf of others. And it doesn't take cases on a contingency fee basis - they provide their services for free. ACLU attorneys get paid a salary from the local chapter and the national office raised by member dues, mostly.
