For the public neither US nor Iran can be seen as backing off. They have to show the populace that they have not pulled the trousers down. Thus the tough talk.

In reality they have to agree in a way that a red neck in the US and a Revolutionay Guard do not see as backing off. That's the only reason for those statements in the popular press.
