That's just the result, not the catalyst.

Who was pushing that measure? Non Partisan House members whose constituents are raising hell?

Certainly not the Senate in general.

I think awareness of the immigration issue was caused by two things........the increase in the overall numbers of illegals throughout the country and not just CA, NM and AZ.......and the creation of the Minutemen.
