Bush said, I have ordered the release of all my records. But until you sign the 180, you can order all you want. His records are not public.

I think that Kerry realised that Bush's records were not made public as Mathews suggested, and that is why he didn't make a public release, though he did sign two 180's for two reporters to review his record. More than Bush did.
