European gas taxes go toward mass transport which makes it almost unnecessary to own a car. Norway too has old cities which were built mainly for horses, and very little parking.

Norway however does have a lot of oil, one of the only euro nations which does. Nevertheless, they are very conservation minded and don't waste gasoline. Instead, they export it to their needy neighbors.

RE:"Europe charges high gas taxes for several reasons."

Norway is the richest country in the world. They have lots of Oil. Gas costs $6.27 a gallon. So much for your argument.

And why do you think gas is so expensive in Norway when Norway is the third largest exporter of oil?
