Rent the film "Bush's Brain" for Rove's political dirty tricks history, or look it up on the web. You'll see he has pulled stunts like this before, planting phony evidence on opponents right before an election. Also, the documents were not needed. Bush did get out of the Guard because of his family name and his records for the period in question are mysteriously missing. It's also the period when he was grounded for not taking a mandatory drug test. That's all proven stufff. Since we know Bush was a party animal in those days and rich kids did cocaine in the 70's, the rumor about his cocaine bust may be true, which would explain why Rove would pull a stunt like this to stop investigations.
