However when you compare job growth under the Clinton recovery and job growth under the Bush recovery, the latter's performance comes up a poor second:

You can only tell that after the recoveries are over.

Also with Clinton it went beyond recovery in to "bubble" at lest in major sectors of the economy. The growth near the end of Clinton's time in office wasn't sustainable job growth.
