First, the policy does not mention weaponization. It says "challenge the US"...as hard as you try to close your eyes on the facts, it is there in black and white.

Second, it explicitly says that even if US' interests is not at stake, US will get involved between two rival factions if the outcome could lead to a situation that eventually the an entity that can challenge the US will emerge.

You seem to think this is just about weapons or about conflicts with the US...so you are not listenting. Surely weapons, war, and military alliances are part of it. But it does not limit itself to those aspects alone. Political and economic aliances are not excluded. The policy is comprehensive.
