I'd bet 10-1 that Congress leaned on DHS to spread the goodies now that NYC and DC haven't had any bad attacks since 9/11. They are like a swarm of ants all going for the gooey dessert in the picnic basket.

i believe the problem was deep cuts by congress not Homeland security watching pbs summary last night deep cuts were made from what bush requested. nyc got about the % as every other year.
