you might want to check out what money boston herald is talking about or if writer is confused and combine both funds. there are two sources of funds as i understand one is automatic passed by congress and determined by congress on how much will be distributed to each state without strings attached or identified projects. It is a home security budget but home security cannot make any changes to distribution. perhaps some pork from that fund is included into herald clip ?

Here's someone who believes it's full of pork I've heard about nothing but pork from the beginning. That's what gets reported. Maybe something useful is being acquired but I have yet to come across it. It seems to me appropriate to be sure that all localities have compatible communications equipment for their response folks and that they have security on their vulnerable locations, like dams. Beyond that, I have no clue why the feds should be paying for anything national security related out in the boonies. And I definitely consider Omaha to be in the boonies.
