Well, the law here in Fla. was different. It did require both. Turns out the judges decision only relates to that district but the ACLU is threatening to sue if other districts dont comply. jdn

Random thought on the way home: the Senate claims their bill doesn't amount to amnesty since they require the current illegals to pay a fine. But wouldn't this be imposing a penalty retroactively? Isn't this a legal no-no?
