I don't see where you get that idea from. They said the chip used 65 watts. They didn't say anything about its rating. If they measured 65 watts, esp. for more than an instant, it probably would not be reasonable for the chip to have a TDP rating of 65 watts. Do you have a link to the article where the figure was posted? Maybe that would provide more evidence about what was meant when they said it ran at 65 watts.
