The AMD-centric view of this low number would be

1- NGMA yield is very low, Intel just cannot produce them in quantity, regardless of how much the market might clamor for them.

2- Intel is afraid there is an unknown defect in the chips, and does not want to make too many before they undergo real customer experience.

I think the slow ramp means that Intel is using only newly installed capacity for NGMA, and not switching any capacity from another chip. And that's what the $5.6B cap-ex is going to. They'll stop making old products as demand dries up for them.
