politics are a fact of life .. i doubt he spend any time on it. most likely it was written by some rnc folks , bless by rove and he read it. i doubt bush heart was in it. win some votes , lose some votes. energy issue is a congressional problem, Bush has tried to do something about energy. Congress has had ample opportunity in the last two decades to do something about energy. They could have required utilities to clean up the fuel they burned however they allowed them to take away 25% of home heating oil to meet epa standards vs update equipment. you got tons of oil and gas sitting off the coast lines but congress will not approve drilling. you got natural gas in rockies and the government will only let you drill during certain times of the year. energy industry was found not to be price gouging numerous times.
