So I guess the rule is, don't introduce cities where the natives didn't have them before.

The other thing we are only getting a hint of is the over hype and spin by NGO's and the Media of poverty and disease in Africa.

There is a lot, but not as much as they portray. The numbers are hyped to help raise money. Remember the old space program saying. "No Bucks, no Buck Rogers!"
