And then why order three tons of ammon nitrate when one ton is enough?

And does the fertilizer supplier in Canada simply deliver this amount of explosive material when anyone phones up to order? I know in South Africa there are government regulations which prohibit the sale of ammon nitrate to anyone and everyone. I know this because I just phoned a fertilizer distributor to find out and I was told.

It is what it is. Because I believe 9/11 was an inside job done by the US government doesn't make it any less of a terrorist attack. If any organization wants to kill innocent people in order to prove a point they will, and the "jihadists" or Iranians don't have to do it in order to be blamed.
