I don't know... when one looks up 'will', desire comes up as one of the definitions. And certainly one can imagine 'desire' without some conscious value... dogs 'desire' treats, but I don't know what you'd call 'value'... they certainly seem to 'value' the treat more than their regular food. Anyway to me what needs to be known in this argument of 'intelligence' is what scientists think about living beings exhibiting intelligence... certainly people including scientists talk of different levels of intelligence amoung animals all the time:
