Yes, if one person does the price setting, then it's central planning, though it would need to be in a government context as that's the only one where there is a monopoly. Other businesses enjoy only transient monopolies until others crowd into their profits, as they always do, one way or another. Governments alone are dictatorial and monopolist and can use force to ensure "customers" buy the products they "sell".

I think you have got the meaning of a central planner quite well. As I mentioned, Globalstar used a central planning price system and the result was bankruptcy. They no doubt had more than one person involved in setting the price, but it was still central planning.
