Of course. There isn't a whole lot to be done to manage the economy out of a recession. Since they only last 6 to 18 months there isn't time for government to make much difference. But the biggest factor in getting out of a recession is consumer confidence, which tends to nosedive when the layoffs start. That can be managed by the government, hence the token solutions. And that is why Bush I lost to Clinton. He had the "there isn't much that can be done practically", but didn't manage the psychological part.

If you don't understand that, you can't understand the problem.
