Some probably think global warming will be just as bad and as quick as they claim it will be, but they don't think they have hard evidence yet so they lie about the evidence. Some probably think that it won't be quite as bad or quick as they claim it will be but they think they need to exaggerate/lie about it to scare people so as to prevent the lesser, but in their opinion still horrible, harm that they think is likely to happen. Others really believe that global warming will be a massive and relatively quick disaster if we don't follow their favorite ideas about how to stop it (ranging from something like the Kyoto treaty all the way to practically shutting down the industrial economy of the world). This last group wouldn't be lying at all but they would not be reaching rational judgements based on the best available info.

I'm not sure what group Gore is in.
