In a sense, I agree with you since the hiring manager selects people who make up the organization. I personally believe that the customer service ethic should come from within each individual person and should permeate every environment in which that person exists.

For example, a lot of people think it is perfectly OK to leave their shopping cart out in the parking lot to roll around in the wind and bang up other people's cars. My ethic requires me to return one or more carts to the store, or at the very least to the indicated cart corral.

Most people think it is OK to charge ahead to the bumper up front without a thought of letting a car switch lanes or enter the traffic from a side area. Traffic does NOT slow when I allow people in front of me. My problem is avoiding being hit from the rear when I slow or stop to let someone in front of me.

You are mistaken. And it had nothing to do with having customer service skills. It's that bureaucrats didn't think of the public as customers but rather their minions. Simply establishing the notion that citizens are customers was a paradigm shift. Skills may still have been lacking, but at least performance measures began to be changed to include the notion of satisfying customers. Al Gore's reinvention program had everything to do with that.
