I suppose PJ O'Rourke is as close as they come. His "Holidays From Hell" was always my favorite, and anyone who can write a book called "Give War A Chance" has a decent sense of humor.

But you are right, the whole hate-talk schtick is about telling people who to hate. Hard to do that with much humor and wit.

PJ O'Rourke is RW but still (often) screamingly funny, or at least the collections up to mid-90's are. (I haven't got any more recent). Admittedly some of his political and racial stereotypes are jarring, because unlike most of his humour they don't seem either urbane or ironic, but he has some very good lines, such as

"There's a lot of debate on this subject - about what kind of car handles best. Some say a a front-engined car, some say a rear-engined car. I say a rented car. Nothing handles better than a rented car. You can go faster, turn corners sharper, and put the transmission into reverse while going forward at a higher rate of speed in a rented car than in any other kind."

And he wrote my all-time favourite article title, "How to Drive Fast on Drugs While Getting Your Wing-Wang Squeezed and Not Spill Your Drink".

I think Anne Coulter tries to be funny, too. I mean wittingly so.
