Sure, if they can, but they can't all the time. Remember, the risk to those recovering the bodies is not only from the enemy combatants on the immediate battlefield. It could be weather or terrain or mechanical problems or any number of risks in enemy territory.

I found a message board on this subject if you're interested. It's run the the International Association for Counterterrorism and Security Professionals, whoever they are.
