Just as an aside... the 'price' (of carbon credits) is determined every day on the Chicago Climate Exchange (CCX), where carbon credits trade.

The exchange began operating in 2003. It is a voluntary but legally binding market monitored by the National Association of Securities Dealers.

The contracts are a huge success.

They were invented by a former chief economist of the Chicago Board of Trade, Dr. Richard Sandor (often referred to as "the father of financial futures"). While at the C.B.O.T. he previously had helped to launch the world's first spot and futures markets for sulfur dioxide.

Presumably, the exact same market-based approach could be applied internationally, as the US uses domestically.
