The bad guys hide among the population, which is true in any guerrilla war or terrorist campaign. That hardly makes this war very much like Vietnam. There have been any numbers of guerrilla wars, insurgencies, and terrorist campaigns in history. They aren't all alike any more than all conventional wars are alike.

So, like in Vietnam, sometimes they just kill everyone in sight rather than leave anyone standing who might be a bad guy.
