Ideology and philosophy determine what those goals will be.

Introducing a new word... "philosophy". I won't argue.

But in the end national self-interest and pragmatism should be the basis of decisions. Not ideology; certainly not Neo ideology.

No. Oh, it can be used to set the goals. But setting goals that way almost always leads to failed attempts.
