For these people a veil or burqa is a vehicle of power and not a matter of religious observance or local mores.

I think it's mixed. Remember, many, probably most, of these women don't know that Islam doesn't require them to wear the burka.

The ones who want to throw it off are typically feminists, or women who grew up without it because they lived somewhere else.

Conformity to the expectations of your society is a rational response to social pressure. The other women are just as adamant about it as the men.
