AS - Haliburton had the contract in Bosnia. I guess Bill C must have been in on that one too eh?

The larger point though, is that there are some contracts which are so uncertain that it is better to have cost plus type of contract than a "low bid" contract. The reason is that the bidder has to put in such a cushion to absorb the risk that the costs increase. In the kind of contract the government signed with Haliburton they both share the risks of unforeseen consquences.
