It's entirely possible to have distinct culture and heritage without having it mandated in law. There are plenty of unique cultures living happily together (sometimes) in the USA, including satisfied Jewish people, some of them extremely othrodox. The problems arise when the state legislates based on ethnicity, because the ones who are not in the ethnic group become institutionally discriminated against.

Many people prefer to be immersed in their culture. They don't think an island can be a culture. Can you be a conservative Christian, if the couple next door is gay? Thats the problem I see. Jews are the standout example of a culture surviving in dispersion, but most cultures don't. The issue of Spanish in America shows that most Americans are no more tolerant of true multi-culturalism than many of the places we see on the nightly news.
