We've been discussing middle east so much here, that I assumed this was some Islamic word you were asking about and I was going to say that the only "Hara" I know of is a Japanese word...silly me. This was what you are asking about.

In almost all Eastern mind-body practices your "Center" a.k.a Hara (Japanese) or Chi (Chinese) is a point few inches below your belly button. Physically, this point is your center of gravity. Biologically, recent research indicates it is your "second brain" (actually it should be your first as it preempts your intellect). In Chinese medicine, it is where all your inner energy path ways originate from. In martial arts, this is the point where your typically draw your strength from as you kick or punch. In terms of meditation, this is often the point you focus on through out your breathing exercises...all in all, this is your linch-pin if you will.
