Bush put his Texas campaign manager crony, Joe Allbaugh ( with NO emergency management experience) in as the head of FEMA. Experienced FEMA people left in droves. Joe Allbaugh picked no-experience crony Michael Brown, and Bush agreed.

Bush deserves a LOT of blame. He COULD have been down there rescuing people with his 23 Presidential helicopters and been a big hero. He was a week late to the worst natural disaster EVER to hit America - NO other President would have done that. His being there would have directed the nation's attention and saved lives.

To this day he hasn't directed the resources NO needs to recover - he'd rather squander them in Iraq for his stupid pride.

Bush is mainly to blame for Katrina's aftermath. How do we know that? Because it's still awful, 6 months after the fact. Hundreds of towns are still festering garbage dumps, and those town have nothing to do with Nagin.

Blaming Nagin is just racist Bushie BS. Sure he could have done better, but his entire infrastructure was under water, so he was very limited as to what he could have done.

Also, Nagin had nothing to do with cutting levee funding. Bush and Delay did that in 2003 and sent the money to Iraq. Iraq is a major reason why those hurricanes caused so much misery, because half the National Guard and most of the equipment was on the other side of the world stuck in a quagmire.
