Yes...of course.

"Everybody" also knows that there was a lot of arm-twisting and carrot-dangling with France, Russia and China to abstain on an express authorization of force.

Hopefull they do, but one wonders. Wouldn't you agree that having to face public scrutiny when the fin hit the shan on the oil for food program would be ahummmmmmmmmmm at best embbarassing, at worst actionable? We'll never know what was offered or threatened will we...

I've been going over the whole thing at wikipedia today, and if one doesn't take the time, others can certainly understand the confusion.

france was paid off. everyone knows it. remember the shock on our state sec at un meeting. France is a joke , united nations is a joke. they do some good helping out in emergency relief otherwise forgot it.
