Of course it's an interpretation. Many would view it as having no sound basis at all, but merely as an attempt to manipulate the facts to justify a conclusion. It's a debate that began before the war, continues to this day, and no doubt will continue well into the future.

Eventually the President went ahead without U.N. approval and cooperation.......although lord knows he tried.
