I have no guess where he's coming from (unless he's trying to justify not to invest), but these two statements are mutually exclusive. At $25 oil sands don't work.

But is is very likely that oil prices will range in the medium term around an average of $40 (per barrel). In the long run it could even be $25 to $30."

and this, in the next para:

The extraction of crude from oil sands also bore great potential, he added.

Science suggests the possibility of alternative universe's so perhap Lord Brown lives in one?

When Saudi Arabia admits to only on additional few million bbls/day, up to 12.5 million/day, then where does the rest of come from?

Slightly offtopic but did you watch the Discovery Channel's show last night about the Amazon? As part of the program they talked about Henry Ford building Fordlandia in the Amazon to grow millions of rubber trees. Not to go into detail but the entire investment was a disaster from the beginning and it highlights how very smart men/woman can delude themselves into a certain way of thinking.

IMO Lord Browne is making the same mistake.
