federal gov does it because basic exams at states will not do it for themselves. how can we measure a high school diploma based on local city or towns or states giving away diplomas for attendance and no measure of accomplishment. then it is really sad to see the money by size of income in a town etc reflects the education system. Wouldn't it be socially better if the state/federal controlled the purse strings vs local school boards and held teachers accountable for performance.
