Greenspan is an expert on money matters but not on farming. Using stalks to make alcohol does sound good to those who don't know about farming. Back in the 60's there were some ideas for using stalks for whatever, I forgot what. Anyway after a few years the farmers had to start using more fertilizer and the soil was degrading from the lack of organic material. Yields suffered.

Now in some areas what is called silage is cut. It's cut while green and the whole plant is ground and fed to cattle but all the cow crap is then spread back on the fields.
