Maybe I'm missing something, but what happens to dual core chips if one of the cores is defective? Can't it be sold as a working single core chip? If this is true, it would make sense to have CHRT fab the orleans core, especially when they transition their lines to 65nm as the die size would be less than 50 mm2.

True. But the Chartered output we are talking about is worth more than the ones you named. Those are, at most, $30 a unit. Chartered's output only makes sense for stuff worth more.
