None of these make sense If they could cut their costs. Expertise can be bought, happens all the time. There are lots of people cut loose when fabs are idled, locating where this is about to happen is a great way to pick up expertise. Most of those people aren't going to want to relocate, so they can be snapped up. VIA, in particular, has access to a lot of this, they had an opportunity to buy a functional fab when they bought most of SiS. They passed because the costs of owning a fab exceeded the value of having one.
