But there is no need for baseless speculation to conclude that Rove was involved in the leak and that the White House misled the public about his participation and broke a pledge to fire anyone who had leaked information about Valerie Wilson, the CIA officer married to former ambassador Joseph Wilson, a critic of the administration.

Bush actually promised to fire anybody who had broken a law.

After this long, long, long examination that has come up empty - not even a perjury charge, something that can be brought basically at the prosecutor's discretion - I think those who are not married to the idea that Rove must be criminal will acknowledge that Rove did not break the law.

Aside from the fact that Plame's covert status is doubtful and seems to have been on paper only, a leftover from years previous, half of Georgetown already knew she was CIA, because hubby Joe, he got a big mouth. It's hard to divulge information when everybody you're talking to knows it already.
