Looks like a more careful reading of the article does seem to state that for mobile systems, a hybrid drive will be required, though in the wording of the spec it is a bit ambiguous.

The spec, Storage-005, only specifies 50MB NV cache, which isn't much and can probably be built onto the controller chips most efficiently/economically. Small amounts of flash like these are probably good buffers in various places and replace dram buffers in similar modes, with the added benefits of lower cost and non-volatility.

All this attention to accelaration means one of two things. Microsoft really wants to enhance your experience with Vista and make everything superfast, or it's so bloated that it needs these enhancements just to keep up with XP. Given Microsoft's previous minimum requirements and some actual usable recomended requirements, there's quite a gap, so 2-4x their minimum is probably more adequate. Let's see what the system designers do with these specs.
