The joint commission proposal was a travesty. Americans saw through it and so there was no grass roots support for it. A joint commission is the DC weasel business as usual way of doing things. Allows Bush to shrug his shoulders and say - well at least I tried. A courageous serious proposal by the President who backed it up with a serious effort to sell it to the people is what is needed but what we didn't get. No real reform = real disaster coming up.
