Hello EP, a good early morning to you.

there are quite a bit of encouragement is on several levels so that:

(a) coastal companies expand/grow inland
(b) government and local businesses to upgrade villages to towns, etc

Power generation/allocation and coal transport etc is not used to restrict but to 'balance'.

BTW, some factual gumph from Stratfor ...

"CHINA: The People's Bank of China, the country's central bank, issues a statement calling for banks to control lending growth. The country's M2 money supply growth has exceeded the 16 percent government target, rising 19.9 percent year-on-year, according to figures released June 14. The pace of loan growth has threatened to undo government measures intended to reform banks and institute more responsible lending practices."
