Bush-Delay slashed levee maintenance funding by 33% in 2003 to send the money to Iraq. You stepped in dog poo on that one, Corrigan. FEMA is 100% Bush-Chertoff's responsibility and they totally blew it along the Gulf. In fact, they're still AWOL down there. Hundreds of towns remain garbage heaps tpo this day. Under Clinton, FEMA did a great job. Under Bush, it's inept and fraudulent, except that one time before the election in Florida where they literally handed out a check to every Floridian they met, even those who were unaffected by the hurricane. That's called corruption.
