Wasn't Bosnia pre-emptive? And CLinton said we would be there one year. That was 9 years ago. We're still there. Why?

Are you saying you don't use powers of persuasion to convince the jury, counselor?

I don't think we'll have another pre-emptive war any time soon, if ever.

If ever seems a bit strong to me. Pre-emptivity is what war is all about, and I would be disappointed in a leadership that let the French way of thinking govern what we do.
