Dell sells approx 14% of market for PC's world-wide. Whitebox sales are maybe 50%. Intel has been mentioning developing economies importance lately. So maybe they don't want to give a preference to a 14% (static) customer over the 50% (growing) set of customers. Besides, AMD has a strong position with white box makers. Could be Intel wants to increase share with them.

Except that Intel apparently has NOT changed its business practices with distis. Just a counter-thought.
