If global warming is about to reach a tipping point where just 10 years of business as usual would lead to an inescapable massive disaster that electrifying the railroads, expanding wind power, and putting solar cells and/or solar thermal systems on every roof in the US would be very unlikely to be enough to stave off disaster.

Also the cost of such a wide spread deployment of solar power, electrifying the world's railroads, and a massive expansion of wind power all over the world all done within 10 years would itself be very high.
