Apparently PA is helmet-optional now. It was helmet-mandatory for the 24 years I lived there.

Mothercycles and Mopeds are a HUGE rental item here. One of the attractions is the fact that you don't have to wear a helmet. An indoor pistol range does very well with the Japanese because they can't shoot at home.
