Name me another country founded on one ethnicity in a region that has forever been multi-ethnic, which is opposed to by the population of all its neighbor states primarily due to its exclusionary ethnic policies, which has been at some form of war with its neighbors since its existence,

Every Arab state fits this bill pretty well. Most get US aid - all if you count the oil revenues. Egypt, for example, gets $2 billion a year.
