Every heard of Lebanon? or Syria? or Egypt? or Iraq? or the entire Mahgreb (north Africa)? They are all multi-ethnic. Arabia had already been ethnically cleared before 1948 by the Al Saud operation, so I guess they don't count. Turkey had done its best with the Armenian genocide and the destruction of Smyrna, but they are still left with a large bunch of Kurds on their territory, whom they treat like dirt.

And which Arab state is opposed by its neighbors due to its exclusionary ethnic policies?

Why none, silly. Arabs like each other's exclusionary ethnic policies. What is the rule, it's fine to drive out the Maronites, Druze and Jews if your neighbors agree?
