If the O/S hasn't changed, and the float hasn't changed, then how else could this restructuring take place? Certainly not buy [sic] selling into the float!!

I've bet my kit that the "innovation" mentioned is some sort of exotic stock dividend to Longs. That means any shorts will have to deliver the shares. All the buying to cover and "spike n' drop" action makes sense if you look at it in that context.
